Currently in the UK there is a review of British horse racing. It goes under the name of Racing for Change and has been instigated because of the conceived drop in popularity of horse racing especially amongst the younger generation. So far the Racing for Change Board has come up with a 10 point plan. This is only the first step but includes proposals to replace fractional betting odds with decimal odds. They also want to increase the profile of jockeys and trainers by giving them media training and including their first names on the race cards. Other proposals are to simplify the names of horse races and have photo finish pictures displayed on a large screen at the same time as the result is announced. Some racecourse initiatives, a new web site, free membership for younger race goers and a PR campaign are also included in the plan. On suggestion the Racing for Change has not as yet proposed is the banning of the use of the whip in horse races. There does appear to be a growing feeling that the site of jockeys apparently hitting their horses with the whip in the closing stages of the race is putting some people off horse racing. In fairness there are strict rules about the use of the whip in Britain. The idea is that the jockey encourages the horse by waving the whip and using a stroking rather than hitting action. If at the end of a race a horse is found to have whip marks on its body the jockey can expect a suspension for excessive use of the whip. The real question is not if using a whip is cruel because I do not think it probably is, but whether the general public perceive it to be. The rules on the use of the whip have really been tightened up over the last few years but this will not placate the doubters. One of our leading former National Hunt jockeys, John Francome has publically suggested that a two month trial be held during which the use of the whip will be banned. His idea is that jockeys will be allowed to carry the whip as they may need it to prevent horses running out but they would not be allow to use it to strike or stroke the horse.
